The 16th biannual meeting of the Steering Committee of the Islamic World Science and Technology Monitoring and Citation Institute (ISC) held with the presence of Dr. Khosro Panah, Secretary of the Supreme Council of Cultural Revolution, Dr. Zulfi Gol, Minister of Science, Research and Technology and Chairman of the Committee, Dr. Aliabadi, from the Minister of Industry, Mining and Trade, as well as Dr. Seyed Ahmed Fazelzadeh, ISC president and the secretary of the Committee and other legal and real members of the steering committee of ISC on November 18th.

In this meeting, Dr. Seyed Ahmad Fazelzadeh, the president of ISC, presented a report on the activities and performance of this institute.

In this report, he stated the observation and monitoring of the state of science and technology among the Islamic Republic of Iran and other leading Islamic countries, as well as the number of highly cited researchers and the amount of scientific production.

Dr. Abbas Aliabadi, Minister of Industry, Mining and Trade said: “in the strategic plans of the industry, mining and trade sector, special emphasis placed on the development of export-oriented knowledge-based industry, and in this regard, Ideas and Needs Platform (INP) recognized as a communication bridge. Therefore, industry and university can play an effective role. Until we realize the capacities of our knowledge in industries, we cannot follow its effectiveness.

In this meeting, it was decided to review and study "ISC Research and Technology Ranking Effectiveness". This is in line with monitoring the effectiveness of research and technology outputs according to the priorities and needs and in order to solve the problems and in accordance with the super trends and challenges of Islamic countries with regard to the culture and teachings of the Quran and Islamic civilization.

Dr. Mohammad Mahdinejad Noori, Deputy for Science and Research of General Staff of the Armed Forces of the Islamic Republic of Iran, said: “while emphasizing the effectiveness indicators, for this purpose, attention should also be paid to the outputs in the target society. Some projects and researches take time to implement, and to check the effectiveness of these researches, the time criterion should be considered”.

Dr. Peyman Salehi, Deputy for Research of the Ministry of Science, Research and Technology, said: “Out of about 1500 publications indexed in the Ministry of Science, 880 publications are in humanities, which has created a very suitable capacity and it is necessary to strengthen these publications in international publications. Especially in promoting and disseminating Islamic humanities, there has been a lot of work done, and more work should be done in this direction”.

Dr. Ali Akbar Sabouri, Tehran University professor said: “In the world, for every article in humanities, there are 4 articles in social sciences and 25 articles in other fields of science, but in Iran, this ratio is 1 to 16, which shows that the number of articles in the field of humanities and social sciences in our country is very low.

Dr. Mansour Kabganian, another member of the Supreme Council of the Cultural Revolution, emphasized the need to integrate the process of judging and publication of articles.

Dr. Hossein Naderi Menesh, the president of Modares Science and Technology Park and a member of the Supreme Council of the Cultural Revolution emphasized the high status of ISC in Iran and also Islamic countries and added: as a database, this institution can be a beacon for policymakers and actors in science and technology.
