The development of scientific partnership at international level is one of the main policies of the Islamic Republic of Iran, through which the higher education system puts a lot of emphasis. Academic partnership is also one of the policies highlighted by the Iran’s Supreme Leader. A review of Iranian researchers in Clarivate Analytics Database between 2013 and 2019 shows that articles with international participation reached 28% in 2019. Of course, we need to wait for the next few months to get definitive statistics as the 2019 data has not yet been completed and it will take until June next year.

In 2013, articles with an international participation comprised 21% of the country's total science output. That was about the same for 2013-2016. In 2017, it reached 22%. In 2018, the country's international participation increased to 25%. This is up to 28% in 2019, with the increase in scientific contributions based on international citation databases.

It should be mentioned that country's scientific production share is constantly increasing. Accordingly, from 2013 to 2019, 73799 articles with the international participation have been produced. That was 7431 in 2013, up from 8227 in 2014. In 2015, this increased again to 8806. During 2016 to 2017, this has had a raise to 10217 and 12049 articles, respectively. This increase continued in 2018 and 2019, reaching 13750 and 13319 articles.

The scientific participation of researchers with other countries in some European countries such as Switzerland, Austria, Sweden and the Netherlands is over 60%. Overall, more than half of the top 5 science-producing countries in the world produce at least 50% of their science output in a collaborative manner. Therefore, almost every one of the two studies conducted in these countries is one with international participation. Also, 76% of these countries produce more than 40% of their science output with the participation of other countries around the world.

Studies show that science and technology diplomacy has been growing throughout the world, including the Middle East, for the past 15 years, but compared to Western European countries, the Middle East countries need to work harder to promote the status of scientific diplomacy. Although the share of international scientific participation has increased in other Islamic countries such as Turkey, Pakistan and Malaysia, the growth pace in these countries varies. Malaysia and Pakistan accounted for 35% and 40% of their international partnerships in 2013, respectively, up from 52% in 2019, more than half of their international partnerships. In 2013 Turkey accounted for 17% of its articles with international participation, which increased to 24% in 2019.
